Digital Library of Public Media the joint task of broadcasters

On 18 November 2013, the National Broadcasting Council and 19 public media organizations signed a letter of intent to establish the Digital Library of Public Media – a platform for exchange of digitised audiovisual materials. The goal of the enterprise is the creation, distribution as well as the promotion of programmes and broadcasts by public broadcasters.
The Digital Library of Public Media is the answer to the European Commission’s policy seeking to create a legal framework and obligations for EU member countries regarding the provision of public media resources. European countries are successively implementing similar programmeswith the participation of public broadcasters and other institutions. Participation in the enterprise is supported by a regulation in the Broadcasting Act which indicates that public media should support the development of culture, science and education, with a particular emphasis on Polish intellectual and artistic achievements.
 
The National Broadcasting Council took the decision to begin the Digital Library of Public Media project, the aim of which is to carry out all planning and investment work as well as the implementation and provision of ultimate solutions for remaining organizations. The role of leading entity and coordinator of both work connected with the preparation of technical and functional documentation as well as further activity in the coming years has been given by the National Broadcasting Council to Telewizja Polska, for whom subscription funds have been set aside in 2014 for this purpose.
The National Broadcasting Council will appoint a Review Committee, which will include a representative from the Ministry of Administration and Digitization as well as from the Ministry of Culture and National Heritage. The task of the Committee will be to oversee the planning work.
 
The Digital Library of Public Media (BCMP) project will be carried out in three stages:
 

1)      Stage I A- involves the preparation of technical and functional documentation of the Digital Library of Public Media system;
2)      Stage I B- involves implementation of the BCMP system for public radio and television broadcasters in an internal programming exchange
3)      Stage II— involves implementation of the BCMP system in the area of providing content to outside users.
 
Through the BCMP system, public media will have input in the development of the information society. The library will facilitate immediate and stable access to unique audiovisual collections compiled over the past several decades representing cultural, scientific and educational heritage and created under the responsibility of public broadcasters.
 
Benefits to the user:
·        access to the audiovisual collections of public broadcasters online,
·        meets EU and social expectations regarding provision of universal access to audiovisual materials, especially those which make up part of the national heritage canon.
 
Benefits to public media:
·        support for the implementation of production and digital broadcasting processes,
·        the ability of public media journalists to have access to archive materials to be found at all organizations,
·        the promotion of public broadcasters.
 
The creation of a uniform search system for audio and audiovisual materials from the collection of public radio and television through the use of appropriate technical standards will bring together data from radio and television archives scattered all over Poland. The data, which is consistent among all broadcasters, will include information on the rights contained in the resource or on the rights to the resource, which will allow exchange of information between broadcasters and users.
 
This will ensure real access to resources and their use, while at the same time protecting copyrights and production rights.  Moreover, the combination of the legally-guaranteed openness of public broadcasters’ resources with the gradual process of their availability (mainly dependent on the process of securing the appropriate rights to a work) will allow fulfilmentof rules of use and transparency as well as non-exclusivity.
 
The Digital Library of Public Media is part of the project of the General Agreement for Digital Skills (SPRUC), inaugurated in July of this year in Warsaw and whose signatories are the National Broadcasting Council and Telewizja Polska. The SPRUC initiative, whose members are representatives of various sectors (including national and local government administration, business, NGOs and media organizations), was begun by the Ministry of Administration and Digitization as well as the Leader of Digitization in Poland. Its goal is to increase the digital competency of Poles and the recognition of its key role in the development of the country. The signatories of the Agreement are taking concrete action to build digital skills necessary on the job market, to increase availability of digital education and, through this, improve the lives of the Polish people.
